This position will work with FETP Lead Organizations, alongside lawyers, witnesses and experts for regulatory interventions and will facilitate, moderate and synthesize outcomes for community and program participants, as well as support FETP’s participation in legislative coalitions. The Regulatory & Policy Coordinator position may fluctuate between a range of consultants and will report to the Soulardarity Executive Director.
POSITION:
REGULATORY & POLICY COORDINATOR
Contract (Hybrid) | $100/hr | Southeast Michigan
200 Hours | Through 2025 (Possible Extension)
Frontline Energy Transition Partnership (FETP) is a newly formed Partnership that consists of frontline organizations; Soulardarity, We Want Green Too, and Urban Core Collective with legal support from the Abrams Environmental Law Clinic engaging in legal intervention to regulate investor owned utility monopolies and advance energy justice.
Intervention at the Michigan Public Service Commission (MPSC) began in 2018 when Soulardarity filed testimony on the racial and economic inequities in DTE Energy’s Renewable Energy Plan. Since then Soulardarity has collaborated with We Want Green Too and Urban Core Collective in a wide range of interventions, public comments, and organizing around the plans, programs, and rates of DTE and Consumers Energy.
The role of FETP is to provide education and resources to frontline communities and organizations seeking a just and equitable energy transition and to advance aligned legislative priorities. Through FETP, communities will have access to strategic leadership, leadership development, engagement around energy issues, and regulatory intervention. FETP will enhance the organizational capacity of frontline-led efforts for a just and equitable energy transition to enact more regulatory and legislative victories by providing support that is both technically sophisticated and strategically powerful.
FETP will serve as a vital resource to strengthen the organizational capacity of frontline energy justice initiatives, enabling them to secure regulatory and legislative successes through an experienced network of individuals and organizations.
Maintain engagement with Michigan Public Service Commission (MPSC) staff, commissioners, other intervenors, stakeholders, working groups, and participate in regulatory processes.
● Represent FETP at Utility Consumer Participation Board (UCPB) meetings to report on grants and advocate for funding practice improvements to UCPB as well as funding for staff time and administrative costs. Prepare talking points and visual content for FETP leadership to use at UCPB meetings two weeks prior for Executive Directors to report on grants and advocate for improvements to UCPB funding practices.
● Train and support new frontline communities, fellows, organizations as legal intervenors to participate in case processes and mobilization campaigns.
● Participate in coalition spaces such as Michigan Energy Michigan Jobs (MEMJ), Michigan Environmental Justice Coalition (MEJC), Michigan Alliance for Justice in Climate (MAJIC), and We The People MI (WTPMI) to contribute FETP's regulatory experience and perspective.
● Support year 1 Expert Witness(es), which are usually technical and subject matter experts, community-based experts sharing their lived experiences, and staff witnesses from FETP leadership organizations providing testimony in DTE and Consumers Energy cases.
● Provide updates and information regarding decision outcomes about litigation and strategy during bi-weekly meetings with Soulardarity, We Want Green Too, Urban Core Collective, Abrams Environmental Law Clinic, and other parties upon consent.
● Engage in FETP selected and agreed upon contested and uncontested dockets at the MPSC in addition to UCPB funded interventions to represent FETP positions and advance our priorities.
● Work with FETP fellows on their chosen engagements with regulatory dockets.
Ability to train FETP leadership and their core staff on grant preparation and reporting to secure over $500,000 in UCPB funding between Soulardarity, Urban Core Collective, We Want Green Too, and other frontline partners for key contested case engagements.
● Experience managing teams and experience as an organizer, or in energy/environmental justice is a plus.
● Familiarity with the Michigan Public Service Commission and a willingness to learn about the commission.
